At country level, the part to check is the country-or-area element, not the city name alone. United Nations country-name guidance normally places the country name after the city name, subject to stated exceptions.
For Hong Kong, statistical-geography terminology is more specific. The United Nations Statistics Division’s M49 list records the geographical identity as China, Hong Kong Special Administrative Region. M49 numerical codes represent statistical geographic identities rather than universal postal-address fields.
How to Check the Address Terminology
The relevant check depends on how the address will be used:
- For international country-name order: Follow the United Nations convention of normally placing the country name after the city name. That convention has exceptions, so it should not be treated as an inflexible rule for every address.
- For a statistical-geography name: Compare the wording directly with the M49 list. Similarly, the position of the country name in an international address does not determine which field a postal form or database uses for a local subdivision. A form may separate the country, region and locality into different fields rather than reproducing the full M49 designation as one element.
What Must Still Be Confirmed
Before entering the name, the relevant destination and address standard must establish:
- whether the address is for postal delivery, statistical reporting or another database;
- whether the country and region are separate fields;
- whether the destination requires the full M49 name or another accepted form;
- which field identifies any subdivision below the country or regional level.
The supported conclusion is therefore narrow: for country-level identification, check the country-or-area element; for Hong Kong’s statistical-geography terminology, use the exact M49 name China, Hong Kong Special Administrative Region. A local administrative region cannot be inferred from those rules alone.
